Need a welder for a one time job. (Hampton Roads in Norfolk, MA

I am a truck driver and am in need of someone to create the tow hitch pictured in the link. I will be adding several design changes but the basic design is the same. At 1 end of the tubbing is a circular plate and king pin that locks into the fifth wheel and as in the photo link it runs the length of the frame to exit no less than a foot behind the tractor. As in the photo it has a stablizer plate that bridges the frame rails as to prevent back and forth motion. It then drops down to where a shaft comes out to attach a ball. Tongue height of the vechicle being towed is two feet. off the ground. I will supply no material to manufacture this as I wish for your final estimate to include everything to complete the job.
